You stated that you reseated the RAM, I suppose you have 2x 1 GB modules, a rapid test is to remove one DIMM, try to boot, if it doesn't work attempt the other DIMM. It’s the simple one to exclude.Next one is typically as Upendra09 suggested HDD. And it’s never a bad thought to endorsement the data.My money is on memory since the indications changed after a reseat...
But since ECS and VIA is in the picture we can't be certain.
