Default Windows 7 not start up in Normal or safe mode

I have lately noticed the lase coupleof weeks that my computer is running slower as compare to normal. Inthe last week. I remarked my anti-virus software from Norton is nolonger working. When I attempted to delete the file to re-download itthe program would not delete from my computer. I attempted to onlyupdate it from the internet the "Run; Save;Cancel menu appearedand when I clicked run nothing happened. I attempted this function insafe mode with the same result. Now my trouble is affecting otherprograms as Microsoft and the shortcuts on my desktop.

I have attempted downloading theAVG anti virus I ran into the same trouble. I am lost foralternatives since it is not allowing me run any programs on mycomputer. I can download programs merely alright but that is it. Ican apply the internet just fine but I attempt to stay away from thatsince it leaves me open for more viruses. I require to experience ofother alternatives that I can try. Can anybody help?

About that Norton. Has its license expired? I have watched reports that when this occurs Norton can cause strange lock ups on systems.
