Year is 2025. The Japanese government, so as to manage with the huge air contamination and endless financial loss of Tokyo, relocates the assets to "Neo Tokyo", a dome city constructs on the Tokyo Harbor. A few years later, discarded "Old Tokyo" becomes the battlefield for "Rumbling". In Rumbling, the candidates face each other while riding highly mobile unbreakable land vehicles called "Scoobees", and receive chance and fame by destroying others. It's now the year 2031, the Rumbling is the biggest hit the pursuit business ever had!
